At 9 a.m. on October 23, 1962, Secretary of State Rusk addressed a Special Meeting of the Council of the Organization of American States. After reviewing the steps that had brought the situation to a head, Rusk asked the Council to take all measures necessary to remove the threat to hemispheric security. The Council continued its deliberations until 5 p.m., when it passed, with one abstention, a resolution along the lines called for by Rusk.
