YOUR telegram of 28th August: Initiative of Belgian and Netherlands Sovereigns.

Please inform Belgian/Netherlands Government that His Majesty's Government have received with pleasure the intimation that the King of the Belgians and the Queen of the Netherlands wish jointly to offer their good offices in the interests of moderation in the present crisis, and in the hope of averting war. His Majesty's Government welcome this offer on the part of the two Sovereigns, and will be glad to take advantage of it should the occasion present itself. Meanwhile, they deeply appreciate the intentions which have prompted this initiative.
