No. 244 :
M. LÉON NÖEL, French Ambassador in Warsaw, to M. Georges Bonnet, Minister for Foreign Affairs. Warsaw, August 25, 1939. 11.5 p.m.

(Received August 26 at 136 a.m.)

PRESIDENT MOSCICKI has just sent the King of the Belgians a telegram thanking him for his "noble" speech. "Poland," he adds, "is also convinced that a lasting peace cannot be founded on the crushing of the weak, and equally that the surest guarantee of peace lies in the peaceful settlement of international affairs by means of direct negotiations conducted on the basis of mutual respect for each other's rights and interests."
