In order to consolidate the highest leadership of all offices engaged in the production of armaments and munitions in the Greater German Reich including the German Government for occupied Polish territories, I am appointing a Reich Minister for Armaments and Munitions. I appoint as Reich Minister for Armaments and Munitions the General Inspector of the German Highways Dr. Engineer Todt. The issuance of administrative regulations are reserved by me.
