(2) In the Moscow Izvestia, Mar. 16, it is stated that preliminary voting of Mar. 15 showed a heavy majority in favor of ratification, in the issue for Mar 17 it is reported that voting, by name, in favor of ratification, was completed on Mar. 16. Back
