I request that the State police authorities competent to order expulsion from the Reich be instructed to expel from Reich territory upon 10 days' notice all Soviet Russian nationals in their district who are Jews, on the basis of section 2, paragraph 3, of the law of March 23, 1934, concerning expulsion from the Reich, Reichsgesetz-blatt I, page 213, without giving further grounds. No postponement is to be permitted by reason of any legal measure which may be instituted. If the departure is not carried out within the time limit, the expulsion shall be carried out by deportation over the Reich boundary.
